- Consider the many impacts a new interchange may have.
- Follow local, state, and federal requirements.
- Engage the public at every step in the process.
- Determine an ideal location.
- Design an effective, future-ready and safe new interchange.
Below is more detail about the crucial steps that make it possible to build an interchange. Completing these will position the County and City to secure funding and bring this amenity to the community.
Involve the public and key stakeholders throughout the study to inform outcomes.
- Consider 2020 PEL Study outcomes
- Use current traffic forecasting model and other data
- Conduct more traffic, safety, and operational analysis of potential interchange alternatives
Complete Federal Highway Administration requirements:
- Evaluate alternatives Identify a preferred interchange location
Start Colorado Department of Transportation (CDOT) Interchange Approval Process (Policy Directive 1601). Complete a System Level Study (SLS) which includes:
- Traffic data collection and forecasting
- Operational and safety analyses
- Funding plan development
- Transportation Demand Management Plan
- Interchange Management Plan
Submit Policy Directive 1601 and Systems Level Study to CDOT for Transportation Commission Review & Approval
Include the preferred alternative in the: Grand Valley Regional Transportation Plan and Transportation Improvement Plan.
Start work necessary to gain environmental clearance (i.e., National Environmental Policy Act)
Establish agreement(s) with Mesa County, City of Grand Junction, CDOT, and more.
Request interstate access from the Federal Highway Administration
