Project Background
The Linkages Study aims to recommend projects that will improve transportation between downtown Council Bluffs and downtown Omaha. It will evaluate locations, costs, phases, funding, and environmental issues to identify the best solutions through the Planning and Environmental Linkages (PEL) process.
You’ve probably heard about ideas for a streetcar along First Ave that connects to Omaha, but neither a mode nor location has been officially designated at this time. That’s what this study is for, and at this workshop, we will discuss various transportation opportunities and ask for your feedback. We’ll be exploring multimodal connections, including a possible Missouri River crossing, as well as the potential for new transit options such as bus rapid transit and streetcar.
